The National Commission on Science and Technology Secretariat
The National Commission on Science and Technology Secretariat was established in January 1995. It is housed at the Office of the Prime Minister and currently has five staff members. The team is lead by an Executive Director and also has on staff a Technical Officer, a Research Officer and two Secretaries. Project Coordinators and Consultants may also be employed to meet project needs. The Secretariat works very closely with the Special Advisor to the Prime Minister on Science and Technology, who serves as the Chairman of the Steering Committee of the NCST.
The NCST Secretariat works closely with the Steering Committee to implement, coordinate and collaborate on projects and activities conceptualized by the Commission. It also provides a useful interface between the public and the Commission.
Functions of the Secretariat include:
1. To liaise between public and private sector ensuring proper coordination of S&T activities thereby eliminating duplication
2. To coordinate technical development cooperation between and amongst institutions, bi- and multilateral agencies and nationals overseas.
3. To provide data base to the NCST to shape and develop S&T policy affecting a broad cross-section of institutions, organizations and activities within the private/public domain
4. To facilitate the preparation of S&T plans and actions.
5. To asses current information to advise the government on matters involving S&T.
6. Monitor the implementation of plans to ensure elimination of waste and delivery of products and processes which generate income and profit
7. Report to the Commission on unfinished business and pursue agreed upon activities.
8. Conduct public relations for the NCST and sensitize the public to S&T issues.
9. Identify, seek support for and publicize indigenous innovative work in S&T.
10. Provide an avenue through which sound, novel ideas and innovative projects can be routed and given the required financial support
11. Conduct surveys on the needs of the productive sector, shifts in consumer demands and concerns.
All issues and concerns relating to Science and Technology in the country may be directed to the Secretariat where appropriate action is taken.
